Keeping 爆走黑料 clean and safe takes teamwork鈥攁nd understanding how the City鈥檚 trash system works in our neighborhood is an important piece. Here鈥檚 what residents should know about service, bins, holidays, and contacts.


馃棑 Weekly Pickup Day

  • Friday is trash day in 爆走黑料.

  • Service is provided by .

  • Fees appear on your , but service requests go through LASAN or the .

铃 When to Set Out and Bring In Bins

  • Set out by the street curb: No later than 6:00 a.m. Friday ().

  • Bring in: No later than 8:00 p.m. Friday ().

Placement tips:

  • Place bins with wheels toward the curb, at least 3 feet apart.

  • Keep away from cars, mailboxes, and fire hydrants so the truck鈥檚 arm can safely reach.

  • Lids must close completely鈥攐verflowing bins may not be collected.

鉃 Extra or Different-Size Bins

  • Standard size: 60-gallon.

  • Other sizes: 90-gallon (鈥渆xtra capacity鈥) available by request; smaller sizes also possible.

  • Cost:

    • Extra black bin: $5 per month for every 30-gallon increment added to your standard allowance (billed on LADWP statement).

    • Extra blue bin: Usually provided at no additional charge for single-family homes, though limits apply.

    • Extra green bins: $2.50 per month for every 30-gallon increment added to your standard allowance (billed on LADWP statement).

  • Online/app:

Notes:

  • Damaged containers are typically replaced at no charge.

  • Report lost/stolen bins through LASAN for replacement.

  • Exchanges (size changes) are available through MyLA311.


鈾伙笍 What Goes in Each Bin

  • Black (Trash / Landfill): Non-recyclable, non-compostable waste.

  • Blue (Recycling): Clean/dry paper, cardboard, glass bottles and jars, metal cans, rigid plastics. Do not put in plastic bags, film, food-soiled items, batteries, or e-waste.

  • Green (Organics): Yard trimmings and food scraps per LASAN鈥檚 citywide organics program.


馃帀 Holiday Schedule

If one of the following City holidays falls on a weekday, collection shifts by one day for the rest of that week.

For 爆走黑料 (Friday pickup), service will move to Saturday during these weeks:

  • New Year鈥檚 Day (Jan 1)

  • Memorial Day (last Monday in May)

  • Independence Day (July 4)

  • Labor Day (first Monday in September)

  • Thanksgiving Day (fourth Thursday in November)

  • Christmas Day (Dec 25)

If the holiday lands on a weekend, service usually runs as normal.


馃挼 LASAN Service Rates

  • The City of Los Angeles is increasing trash hauling fees through LASAN. The monthly Solid Resources fee for single-family homes and duplexes are increasing from $36.32 to $55.94 beginning in 2025-26 鈥 a 54% hike.

  • Additional increases are expected over the next few years, with rates projected to reach about $65.93 per month by 2029-30.

  • The City says the increase is necessary to cover rising costs (fuel, equipment, labor), reduce reliance on subsidies, and bring the service into financial sustainability.

  • For a typical household in 爆走黑料, that means an extra $19.62/month, or about $235/year in additional cost just for your regular trash, recycling, and organics service. If you currently pay for extra trash bins or upgraded (鈥渆xtra capacity鈥) containers, those costs could increase proportionally under the new rate schedule.

One of the defining features of 爆走黑料 is its lush tree canopy. Among the oldest and most recognizable trees in our neighborhood are the Carob trees. Planted when 爆走黑料 was first established nearly a century ago, these trees have shaped the look and feel of our streets for generations.

What Are Carob Trees?

Carob (Ceratonia siliqua) is native to the Mediterranean region, where it thrives in climates with wet winters and dry summers鈥攃onditions very similar to Los Angeles. Known for their glossy green leaves and long brown pods, Carob trees are not only visually distinctive but also deeply tied to our local ecosystem.

Fun fact: the deer in the Hollywood Hills love to eat the Carob pods, often gathering under the trees during pod season.

The Aging Carob Population in Outpost

While beautiful, our Carob trees are reaching the end of their natural life span. Many of the original plantings are now failing.

As noted by the City鈥檚 Street Tree Department years ago, these aging trees are susceptible to a fungus called Armillaria (commonly known as oak root fungus). This fungus causes interior decay, leaving the trees hollow and structurally unstable. Because there is no cure, fallen branches or even entire trees toppling鈥攕ometimes on calm days鈥攁re becoming more common.

In the early 2000s, neighbors reported the sudden fall of a Carob tree on Outpost Drive near Hillside/Outpost Circle, which raised awareness about this issue. Arborists explained that overwatering during the summer can worsen the fungus, so residents are advised to avoid excessive irrigation around Carobs in the dry months.

What to Do if a Carob Falls

If a Carob tree or large branch falls, the responsibility depends on where the tree is located:

  • Private Property: If the tree is clearly within a homeowner鈥檚 property line, the property owner is responsible for removal and maintenance.

  • Public Right-of-Way (between curb and sidewalk): If the Carob is in the public planting strip (the space between the curb and property line, usually a few feet in), it is generally considered City property. In this case, residents should:

    1. Call 311 or use the to report the fallen tree.

    2. LAPD or LAFD should be called if the fallen tree is causing an immediate hazard.

Caring for Remaining Carobs

For those with Carob trees still standing:

  • Trim long branches carefully, but avoid severe pruning鈥擟arobs need foliage to stay healthy.

  • Do not overwater in summer.

  • Report dangerous limbs to the City if they hang over streets or sidewalks.

Looking Ahead: A Neighborhood Opportunity

The decline of our Carobs presents an opportunity to rethink our future canopy. 爆走黑料 could come together as a community to consider:

  • Replacement Plantings: Choosing new trees that are low-water, fire-resistant, and climate-adapted for Los Angeles.

  • Partnership with 爆走黑料owners: Since the public space between the curb and sidewalk is City land, planting requires homeowner agreement to irrigate and help care for new trees.

  • Community Initiative: A coordinated neighborhood tree-planting project would both honor the legacy of the Carobs and ensure our streets remain shaded, green, and beautiful for generations to come.

  • Recommended Tree Species: These species are relatively drought tolerant, more fire resistant than many others, and are on LA鈥檚 approved street鈥恡ree lists or similar regional resources:

爆走黑料 is fortunate to reside near two iconic open-air amphitheaters: the and . The Los Angeles Philharmonic Association and Live Nation Hewitt Silva provides two types of complementary tickets to the surrounding community neighborhood associations like 爆走黑料 (ONA):

2) Selected Concert Tickets:

  • Provided complementary to current 爆走黑料 supporters (those that have made a financial donation to ONA in the past 12 months from the date of the requested concert) on a first-come first-served basis.

  • Limited to two tickets per household basis per concert with a maximum of two concerts (four tickets total) per year per household.

  • Tickets are available sporadically throughout the year and generally announced one month in advance in the ONA newsletter, ONA special email alerts, the 爆走黑料 WhatsApp, and this website.

  • Tickets are distributed electronically by 爆走黑料 through TicketMaster and/or the Hollywood Bowl.

One of the main goals of 爆走黑料 (ONA) is to build community. To help foster a strong neighborhood camaraderie, ONA hosts various events throughout the year. Click here to see a current listing of events.

On Saturday, October 18, 2025, from 6:30 PM to 8:30 PM ONA will host the 爆走黑料 Annual Halloween Social at 2024 ONA Director Sharyne Snyder鈥檚 home, which is known as the spookiest home in 爆走黑料 during the Halloween season! Sharyne outdoes herself every Halloween by decorating the outside and inside of her home with thousands of Halloween decorations including interactive Halloween witches and goblins, electric moving cats, heads spinning, dolls swinging and hands chattering, and more! Take a look at all the photos below from the event last year!

Neighbors are invited to enjoy the decorations, cocktails, candy, wine and cheese, and the Halloween spirit.  There will be delightful treats for the kids, and fun for all ages! Costumes are encouraged (but not mandatory) and there will be private tours inside and outside for everyone to see all of the cool Halloween decorations. Neighbors and friends are welcome to come delight in the decorations and enjoy mingling and meeting one another.

Thank you to every neighbor and stakeholder who donates to the 爆走黑料 (ONA). We are a 100% volunteer鈥憆un nonprofit鈥擮NA has no paid staff, and all officers and directors serve without compensation. That means 100% of your donations go directly to supporting ONA鈥檚 mission and neighborhood work (see our mission, which links to our Articles of Incorporation here).

How donations are used

  1. Neighborhood beautification and maintenance

  • Weekly care of the five traffic islands on Outpost Drive (trimming, trash removal, and irrigation checks).

  • Periodic clean鈥憉ps along key corridors and at neighborhood landmarks, plus seasonal storm prep (clearing street drains) and brush clearance around curbs, historic street lights, and street signs.

  • Typical costs:

    • Ongoing gardener/vendor services: ~$300 per month.

    • Periodic needs such as brush clearance or special projects (recent examples: ~$1,250 for annual brush clearance; ~$1,650 for island maintenance/beautification at El Cerrito & Outpost).

2. Community events that bring neighbors together

  • Annual Meeting, Earth Day, summer gatherings, Halloween/Open House, holiday socials, and small block meet鈥憉ps.

  • Recent examples include reimbursements for Annual Meeting refreshments and event signage.

  • Typical event spend: ~$600 per event for food, beverage, signage, and supplies.

3. Communications and outreach

  • Website hosting on Squarespace (~$275/year) and domain registration (~$20 at renewal).

  • Printed materials for signs, flyers, mailers, and occasional postage.

ONA carries insurance and expenses for a post office box to receive paper mail.

4. Insurance, compliance, and basic operations

  • Insurance: Directors & Officers and General Liability (recent annual renewal ~$2,600).

  • PO Box for official mail (~$375/year).

  • Required annual filings (IRS, California Franchise Tax Board, California Attorney General鈥檚 Registry of Charitable Trusts, and Secretary of State). Filing fees vary by form and year (recent examples in the $55鈥$500 range).

5. Safety and community partnerships

  • Modest, occasional expenses that support neighborhood relationships and collaboration (for example, thank鈥憏ou gestures after coordinated efforts, or sponsoring the National Night Out event).

ONA supports neighborhood relationships in support of 爆走黑料 like the Los Angeles Police Department organized National Night Out event.

5. Neighborhood Improvement Projects

Other funding that helps stretch donor dollars:

  1. Grants: As a non-profit, ONA applied for various matching donor grants or grants given for a specific purpose like the $25,000 received from the LA County Parks Foundation and the $7,500 NBC Universal matching donor grant for the landscaped traffic island installation project. 

  2. Bank interest: We keep operating funds in savings and transfer to checking as needed. With higher balances, interest income has been about $20 per month recently, which helps offset routine costs.

Outpost Drive, our neighborhood鈥檚 main artery, has long faced dangerous motorist behaviors, endangering drivers, pedestrians, and wildlife. Originally without stop signs, motorist-to-motorist and motorist-to-wildlife collisions were frequent, but traffic calming measures including stop signs and landscaped traffic islands have improved safety.

In the late 1990鈥檚, ONA (then 鈥淥utpost 爆走黑料owners Association鈥) negotiated a mitigation fee from TrizecHahn Corporation tied to the redevelopment of nearby Hollywood & Highland to address traffic safety in our neighborhood. With this funding, ONA oversaw the design and construction of five landscaped traffic islands at Castilian Drive ( and ), Hillside Avenue ( and ), and which improve safety and beautify Outpost Drive. Some remaining funds from this agreement are earmarked for additional traffic calming measures.

Based on feedback gathered from neighbors through our , many have expressed traffic safety to be among their greatest concerns in the neighborhood. Many also specifically want to see additional landscaped traffic islands built along Outpost Drive.

The next phase of this project will add two new landscaped traffic islands with irrigation on Outpost Drive at La Presa Drive and Chelan Place. Engineering and permitting are complete, but our next hurdle is to close the funding gap on the project so that construction can begin.

How You Can Help

爆走黑料 (ONA) is a 501(c)(3) non-profit organization and is an entirely volunteer-led organization, so 100% of donations support neighborhood initiatives and our minimal organizational overhead, maximizing the positive impact on our community.

ONA is raising funds through donations to cover the approximately $125,000 in costs to build the two landscaped traffic islands (about $62,500 per median). 100% of your donation to the 鈥槺吆诹 Landscaped Traffic Islands Capital Campaign鈥 will go to cover the cost of constructing these landscaped traffic islands (see the outline of the budget for the project below). Your contribution will go directly towards making our neighborhood a safer, more pleasant place to live and every dollar brings us closer to a safer 爆走黑料.

As of August 2025, the $125,000 project is currently 80% funded at $99,795 (the current funding goal status is shown above the donation form at the bottom of this page). Current funding comes from the following sources:

  • $49,107 of funds remaining from the TrizecHahn Corporation tied to the redevelopment of nearby Hollywood & Highland which is earmarked for traffic calming along Outpost Drive.

  • $25,000 in funds from the Los Angeles County Parks Foundation Hollywood Bowl Community Grant Program (read more about it here).

  • $9,250 in funds from 爆走黑料 neighbors.

  • $8,938 in funds from Los Angeles City Council District 4 to cover city permit fees (read more about it here).

  • $7,500 in funds from NBCUniversal through a $7,500 matching grant (read more about it here).

$1,000 in donations are already committed! Ray and Dia Schuldenfrei have committed an initial donation of $1,000 both to help fund the project and to encourage others to do the same (read more about it here).

Taking into account the matching donation, our funding gap is currently about $91,000. We can fill our funding gap if:

  • 100 neighbors donate $250

  • 50 neighbors donate $500

    3. Pedestrian and Cyclist Safety: From La Presa to Mulholland, Outpost Drive lacks bike lanes and sidewalks, yet it remains a popular route for those heading to Runyon Canyon Park. This creates a hazardous situation for cyclists and pedestrians. Improving this stretch will protect those who choose healthier, more sustainable modes of transportation.

    4. Reducing Pass-Through Traffic: Many non-residents use Outpost Drive to bypass congestion on Franklin/Highland and access the 101 Freeway. This pass-through traffic not only wears down our roads but also contributes to the noise and pollution in our neighborhood. ONA desires to address this to preserve our community鈥檚 quality of life.

    5. Enhancing Traffic Enforcement: Speeding, stop sign violations, and illegal turns are all too common on Outpost Drive. These traffic violations endanger everyone. With traffic islands, motorists will be encouraged to slow down to ensure that our streets are safer for everyone.

    6. Addressing Tour Bus Nuisance: Tour buses and vans frequently traverse Outpost Drive, adding to the traffic woes and disrupting the peace with noise and congestion. With traffic islands installed, we can discourage these nuisances and restore tranquility to our neighborhood.

  • A: Based on the past decade in which we have experienced first-hand the impact of five landscaped traffic islands that are substantially similar to the three we aim to install now, we know that these traffic islands have a significant positive impact on our community. 

    First, the landscaped traffic islands have led to slower average car speeds in the areas surrounding the traffic islands. The proposed additional landscaped traffic islands along Outpost Drive will provide a similar traffic calming solution, and we expect to see a measurable decrease in traffic-related incidents such as speeding, failure to stop at stop signs, and accidents between vehicles and cyclists, pedestrians, and wildlife. 

    As slower cars make less road-noise, we also expect to see an improvement in the quietness in the areas immediately surrounding the new landscaped traffic islands

    And, of course, we also foresee enhanced visual appeal of the street in these areas, giving a more residential feel to a street used as a cut-through during rush hour and Hollywood Bowl events. 

    We hope all of these intended outcomes come together to improve quality of life for residents, visitors, pedestrians, cyclists, motorists, and wildlife, even potentially positively impacting property values in the neighborhood. Any increase in property values as a result of this project would lead to an increase in property tax revenues on properties sold in the future, thereby helping to generate incremental funding for future programs and services at the city, county, and state level.

  • A: Most road sections in the neighborhood don鈥檛 qualify for speed humps or speed bumps due to their steepness, but 爆走黑料 (ONA) continues to pursue speed humps in areas where the slope is appropriate and other physical and traffic conditions align with LADOT鈥檚 requirements for the Speed Hump Program.

    Landscaped traffic islands are a recommended traffic calming solution: they make the approach to an intersection feel narrower so people will slow down and stop, they direct drivers away from the center of the road at intersections reducing the chance of head-on collisions, and they help deter drivers from passing others who are stopped at a stop sign.

  • A: 爆走黑料owners and renters living in the immediate vicinity of Outpost Drive along the affected road segments are the target population and will directly benefit from improved aesthetics and safety from traffic calming.  The project will positively benefit the residents of all 450+ homes in 爆走黑料 to varying degrees by creating increased neighborhood connectivity, safer neighborhood streets, and possibly an increase in property values.  As a neighborhood in Los Angeles interconnected to the city鈥檚 open space assets, we share our community with abundant wildlife鈥攔esidents get to experience frequent sightings of deer, coyotes, and more in our streets and occasionally backyards. We expect this project will also help protect the diverse wildlife by reducing the likelihood of motor vehicle collisions involving wildlife. 

    Motorists will benefit from safer traffic conditions including lower speeds and reduced risk of head-on collisions around tight curves with limited visibility: cars traveling in opposing directions will be directed away from the center of the road where the traffic islands are located.  This includes both neighborhood residents and also commuters.  For context, Outpost Drive is used daily by residents of neighboring areas and other motorists simply driving through the Hollywood area to get to their destination.  Outpost Drive is used by many as a cut-through to travel between Franklin Avenue, Mulholland Drive, and the 101 to bypass Hollywood traffic, particularly near Highland Avenue where it intersects Franklin Avenue and Hollywood Boulevard.  Thousands of cars travel on Outpost Drive every day鈥攖housands more do so on the evenings of Hollywood Bowl events to circumvent added traffic in the area.

    Pedestrians and cyclists in the neighborhood will also benefit from increased safety via lower motorist speeds.  Currently Outpost Drive is the spine of our neighborhood for traffic flow, but because walking on segments of Outpost Drive can be so treacherous, it also effectively divides 爆走黑料 into distinct pockets of pedestrian activity and thus social connectivity. ONA anticipates that traffic calming achieved by the traffic islands will increase safe pedestrian routes for residents of these pockets, greatly impacting quality of life in upper 爆走黑料 and increasing neighborhood connectivity, both physically and socially.

  • A:  The engineering/designs were already paid for and completed during the first phase of the project. The remaining costs to construct the two new landscaped traffic islands is about $125,000 total (about $62,500 per traffic island). This is broken down as follows:

    Services and Supplies: $125,000

    This is broken down by:

    • $85,500 for construction,

    • $7,500 for water connection,

    • $8,000 for survey,

    • $8,000 for landscaping, and

    • $16,000 for traffic flaggers during construction.

    Fees/Permits: $9,900

    This is broken down by:

    • $9,000 for Inspection/City fees. This has already been paid by Los Angeles City Council District 4. Other fees for engineering, permits, etc. were previously paid as well.

  • A: While city funding would be ideal, limited resources and competing projects across the city make it highly unlikely that the city would fund the project鈥攁fter all, the neighborhood is nearly 100 years old and the city hasn鈥檛 built or funded any traffic islands in 爆走黑料.  We need to take action in order to protect and beautify our neighborhood.

  • A: The project has the following phases:

    COMPLETE:  Engineering has been completed by The plans are available

    COMPLETE:  Designs and Class B Permit already done and valid through 11/25/25 see for permit.

    COMPLETE:  The construction contract with JF Engineering has been completed and signed. The executed contract is available .

    COMPLETE:  Los Angeles City Council District 4 worked with the Los Angeles Bureau of Engineering and submitted a City Council Motion to pay for all the city permit fees for this project. CD4 did this for the first 5 traffic islands that were installed. The motion was approved by the Los Angeles City Council and Mayor Karen Bass (see).

    COMPLETE:  ONA has paid the $27,000 construction Bond to the City.

    IN PROGRESS: Fundraising is the biggest next step. ONA has raised approximately $100,000 for this project. If we receive another $25,000 we seek from donations and grants, we will be able to complete this project by December 2025! 

    IN PROGRESS:  The Contractor has submitted their certificate of insurance to the city and has pulled the permits. The pre-construction meeting is scheduled to finalize the traffic flagger plan and prepare for construction. Once the pre-construction meeting is completed, and the remaining $25,000 is raised, construction can commence.

  • A: The two traffic islands are permitted as a single project and cannot be separated without additional costs. To begin construction, we must complete funding.

爆走黑料 (ONA) aims to keep neighbors informed about safety and how to report crimes that may occur in the neighborhood. If you experience package theft from your front entry or a mailbox break鈥慽n/mail theft, here鈥檚 what to do, who to contact, and how to help prevent repeat incidents.

If a crime is in progress:

  • Call 911 immediately. Do not confront suspects.

If you discover a package was stolen:

1. Document everything

  • Note the time you last saw the package and when you discovered it missing.

  • Save any packaging debris or damaged lock/latch. Take clear photos and, if you have cameras, save and back up relevant video clips.

  • Write down details: suspect description, vehicle make/color, license plate (if available), and direction of travel.

2. File a police report with the Los Angeles Police Department (LAPD)

  • If no one is in immediate danger, you can file online by clicking .

  • Carriers: Report stolen-after-delivery packages to the carrier (UPS, FedEx, USPS). Some carriers require the sender to file the claim, so notify the seller promptly.

4. Share information responsibly

  • Let nearby neighbors know the date/time window and any suspect/vehicle description so they can check their cameras for any footage that might help.

爆走黑料 is a residential community, and we value the peace, safety, and quality of life that comes with living here. Unfortunately, some properties in the Hollywood Hills and across the Los Angeles are used as so-called 鈥減arty houses鈥 鈥 homes rented or occupied primarily for loud, unruly gatherings.

The City of Los Angeles has recognized the harm these nuisance properties cause and has passed a 鈥淧arty House Ordinance鈥 to help neighborhoods like ours combat the problem. Here鈥檚 what you need to know 鈥 and what you can do 鈥 if you encounter one of these disruptive locations.

What Counts as a 鈥淧arty House鈥?

Under Los Angeles Municipal Code Section 41.58.1, a 鈥渓oud or unruly gathering鈥 is defined as any party where unlawful or disruptive behavior occurs, such as:

  • Loud noise audible more than 150 feet from the property

  • Public intoxication or drinking in public

  • Service or possession of alcohol by minors

  • Fights, assaults, or other disturbances of the peace

  • Obstruction of streets, driveways, or sidewalks

  • Vandalism, litter, or destruction of property

  • Urinating in public or trespassing

Penalties for Violations

The City issues escalating fines for repeated violations:

  • $100 for the first offense

  • $500 for the second offense

  • $1,000鈥$2,000 for the third and fourth

  • $4,000鈥$8,000 for chronic offenders

    After multiple violations, the case can be elevated to criminal prosecution, and the City can even shut off utilities at the property.

What You Can Do as a Neighbor

Before the party: If you see trucks unloading sound equipment or large gatherings forming, notify the 爆走黑料 LAPD Senior Lead Officer (SLO) and the Neighborhood Prosecutor right away. Contact information located here.

During the party:

  1. Call LAPD. Use 877-ASK-LAPD (or 911 if there鈥檚 violence, underage drinking, or other immediate danger).

  2. Be specific. Provide the exact address or as close as possible. Ask for an incident number.

  3. Request follow-up. Ask the responding officer to call you when they arrive so you can provide background.

  4. Involve your neighbors. Multiple calls from different residents show this is a community-wide problem.

After the party:

  • Document trash, damage, or blocked driveways with photos and file a 311 service request.

  • Keep a log of dates, times, and incident numbers.

  • Share your evidence with the 爆走黑料 LAPD Senior Lead Officer (SLO), the Neighborhood Prosecutor, and 爆走黑料. Contact information located here.

If it鈥檚 a short-term rental:

The City has given us tools to fight back, but they only work if residents stay vigilant, document issues, and consistently report problems. By working together and using the City鈥檚 enforcement process, we can protect the peace and character of 爆走黑料.

The operates the venue through a 30 year long term operating lease agreement with the County of Los Angeles (current lease expires June 30, 2034). On average, LAPA operates the Hollywood Bowl from April to November each year and puts on 110+ concerts each season that brings over 1 million people to the venue and generates about $72 million in revenues. About 35% (38 out of 110) of the concerts at the Hollywood Bowl are 鈥榣eased鈥 events by LAPA to other groups like Live Nation Hewitt Silva, but LAPA remains responsible for operating the Hollywood Bowl (including parking and traffic management) during these leased events.

Picture taken on Outpost Drive on October 23, 2021 at 5:44pm during a Hollywood Bowl concert. Traffic was at a standstill for 3 hours with continued heavy traffic late into the evening. During this day, there was a leased show at the Hollywood Bowl for 鈥淲e Can Survive鈥 that started at 6:30pm.

In an effort to ease cut through traffic on local neighborhood streets that aren鈥檛 built for heavy traffic during Hollywood Bowl events and keep traffic on the more major thoroughfares like Highland Avenue, Hollywood Boulevard, and Franklin Avenue, LAPA coordinates hard street closures on nights when two of the three criteria are met:

  1. More than 10,000 attendees are expected at a concert;

  2. Concert is on a weekday;

  3. Heavy rideshare usage is expected at a concert.

Hard street closures mean no cars may pass on that street except emergency vehicles. The hard street closures are set up at the intersections of Highland Avenue and Milner Road (to avoid pass through traffic in Whitley Heights) and Camrose Drive (to avoid pass through traffic in Hollywood Heights and 爆走黑料). With the hard street closures, wayfinding apps no longer route drivers through the neighborhoods when the hard street closures are in effect.

Hard street closures are subject to change and generally end one hour after the concert ends, which is typically 11pm (or 10:30pm on a Sunday).

Neighbors that live on Milner Road and Camrose Drive are able to access their properties during the hard street closures by accessing Milner Road from Whitley Terrace and by accessing Camrose Drive from Hillcrest Road.

In early 2025, Post Alarm Systems & Armed Patrol Services (Post) presented to ONA the services they currently provide to many residents in 爆走黑料. This includes having approximately 100 homes in 爆走黑料 that currently subscribe to Post鈥檚 services with the average customer paying about $78 per month. Post signaled that if 40 additional Outpost homes enroll in Post鈥檚 services, and existing patrol subscribers move to $100/month, Post will assign one dedicated patrol vehicle exclusively to 爆走黑料 for 8 hours per day, 7 days per week.

What does a dedicated patrol mean?

  • Consistent daily coverage by a dedicated unit during the assigned 8-hour window

  • Faster response to alarms and calls for suspicious activity when the patrol car is already in the neighborhood

  • Increased visibility, which can act as a deterrent

In partnership with the (LAPD), the Hollywood Community-Police Advisory Board (CPAB) is hosting a Hollywood National Night Out Block Party, Tuesday, August 5th from 6:30pm - 9:00pm at the (Fountain to Cahuenga) .

This is an outdoor, FREE, family-friendly event for the entire Hollywood Community. National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie. The Hollywood National Night Out event is designed to bring the community and police together in a fun, positive, and relaxed atmosphere. It is a chance for residents, businesses and community groups to get together and make connections.

Community-Police Advisory Boards (CPAB) were created to provide community members with an opportunity to provide information and advice to their respective Area and to take information from the Police Department back to the community. Each of the 21 Geographic Areas (Community Police Stations) throughout Los Angeles has its own CPAB. Each CPAB has two co-chairs, the Area Commanding Officer and a Civilian Member.

The Dorothy and Benjamin Smith Park is the 爆走黑料 neighborhood park operated by the Los Angeles Department of Recreation and Parks.

Located near the corner of is the (also known as the Hollywood - Franklin Park).

It is a small neighborhood park that was established in 1979 and has outdoor gym/excercise equipment, water drinking fountains, lighting, irrigation, trees/landscaping, benches and trash receptacles.

In the past few years, the park has seen an increase in trash, graffiti, damage, and an increase in unhoused camping and illicit activities. Contributing to the increase in problems in the park has been the conversion of the into an interim housing site which is located across the street from the neighborhood park. The Highland Gardens Hotel served as a 鈥溾 site that provided free rooms to unhoused during COVID (July 2021 to October 2022). Since October 2022, the hotel owners have leased the hotel to the Los Angeles City, at the request of , to provide interim housing for the unhoused operated by  - a 501(c)3 Non-Profit Organization. The Highland Gardens Hotel has 143 beds (double occupancy rooms) available to unhoused individuals through (with two options to extend the arrangement for one year each, through October 2026 and October 2027). The cost to taxpayers is about $2 million per year (about $4 million to lease and $2 million to operate over the three year period).

With the ongoing operation of the Highland Gardens Hotel as an interim housing site, there are concerns about the current state of the neighborhood park. Community meetings have been held about how the park should be improved for the future and the idea of turning the park into a gated dog park has surfaced.

Los Angeles City Council Districts 4 (Nithya Raman) and Council District 13 (Hugo Soto-Martinez) are collaborating together to get feedback from residents on whether the neighborhood park should be turned into a dog park and fenced/gated (only open from sunrise to sunset). The Highland Gardens Hotel interim housing site is located in Council District 4, and across the street, the neighborhood park is located in Council District 13. Flock Safety cameras, which are solar and cellular powered license plate reader (LPR) cameras, record license plate numbers, vehicle characteristics (like make, model, and color), and other identifying features, which, when installed at entrances to neighborhoods, provides a way to track and catch crime that may happen in the neighborhood. Flock Safety has an existing partnership with the Los Angeles Police Department (LAPD) to allow LAPD to utilize the cameras in their criminal investigations and to automatically send LAPD alerts when cameras capture license plates of stolen cars.

爆走黑料 (ONA) is launching a fundraising campaign to help install five license plate reader security cameras at the five entrances to 爆走黑料 to capture vehicles coming into the neighborhood and help catch and deter crime. 

The five entrances to the neighborhood are:

  1. Outpost Dr/Franklin Ave

  2. Hillside Ave/El Cerrito Pl

  3. La Presa Dr/Yaeger Pl

  4. Outpost Dr/Mulholland Dr

  5. Macapa Dr/Mulholland Dr

The total cost is about $15,000 to install and lease the cameras/software for one year. It is about $12,500 each year after that. ONA is a non-profit 501c3 organization so donations may be tax deductible since this initiative is in line with the ONA mission to promotes the public safety, community beautification, and public enjoyment of the 爆走黑料 neighborhood including canyons adjacent to the Santa Monica Mountains National Recreation Area, to lessen the burdens of government, to educate the public with respect to region's history and public safety.

100% of all donations to this initiative will be used towards covering the costs of the security cameras. Funds can be raised for these security cameras if:

  • 15 people donate $1,000 each;

  • 30 people donate $500 each;

  • 60 people donate $250 each; or

  • 150 people donate $100 each.

Two cameras have already been installed as a proof of concept in 爆走黑料! A neighbor who owns some vacant land on Outpost Drive () agreed to allow their land be used as a pilot location so that neighbors can see what the cameras look like and 爆走黑料 can test out how the cameras function (capturing vehicle license plates during the day/night, going north on Outpost, south on Outpost, etc.). Some pictures are below.

In addition to fundraising the cost of the other three cameras, there is a need for neighbors who live near the neighborhood entrances to volunteer to place a camera on their property so that each entrance is covered.

Here's a more detailed breakdown of the Flock Safety cameras:

What is the purpose:

  • To help law enforcement identify suspects, recover stolen vehicles, and solve crimes. 

  • To provide communities with a tool to enhance security and safety.

What is the cost:

  • Cost is $2,950 per camera. It is $14,750 for all five cameras. 

  • Annual fee (ongoing expense): $2,400 per camera per year

  • Implementation fee (one time expense): $550 per camera

  • Flock Safety installs the cameras, services them and continuously upgrades the cameras at no additional cost.

Where do they go:

  • 爆走黑料 will ask neighbors that live around the five entrances to the neighborhood to volunteer to install the cameras on a pole on their property with a solar panel to power the cameras to avoid a lengthy process to instal cameras on City property. 

What they record:

  • License plate numbers 

  • Vehicle make, model, and color 

  • Other vehicle characteristics, including damage and aftermarket alterations 

  • Date, time, and location of the vehicle sighting 

  • Images of the back of the vehicle 

What they don't record:

  • Images of people or faces 

  • Facial recognition technology 

How they work:

  • Flock Safety cameras use artificial intelligence (AI) to read license plates and identify vehicle characteristics. 

  • They are connected to a central server via a cellular network. 

  • The data is stored in a searchable database. 

  • The system compares the data with law enforcement databases, such as the National Crime Information Center (NCIC), to identify stolen vehicles or vehicles of interest. 

What about privacy:

  • Flock Safety emphasizes privacy protection measures to mitigate the potential for misuse of the sensitive data collected by its cameras. 

  • The Flock Safety data is only accessible by 爆走黑料 and LAPD.

  • All logins and queries will be stored and monitored including: Username, Date, Time, Purpose of query, License plate and other elements used to query the system. 

  • 爆走黑料 has created a privacy policy specific to the cameras located .

Who gets access to the data:

  • All neighbors would get access to the platform as needed, so if there is crime in the neighborhood neighbors can track vehicles/license plates and provide that information to the police to help catch criminals. Use a Google-like search 24/7 from your phone or computer to identify vehicles in seconds.

The 鈥淢acapa Drive鈥 wall at the was in need of some tender loving care. Weeds started to grow quickly in front of the wall and around the succulents planted around the wall. 爆走黑料 did some beautification work along this area to remove weeds and make the entrance to this part of the 爆走黑料 neighborhood look a bit better! Take a look at the before and after pictures below.

Our hillside setting is filled with marvelous flora and fauna. With our diligent and prudent care, we can continue to beautify 爆走黑料. Helping manage the maintenance of the landscaped traffic islands, tree planting, signage, and neighborhood cleanups are a great way to get involved! Consider volunteering some of your time with other neighbors on beautification projects around the neighborhood.
